Complaint filed against ex-Turkish PM over alleged failure to report terrorism

Huseyin Avni Sipahi, a member of the Turkish center-right Democrat Party (DP), has filed a complaint against Turkey’s former Prime Minister Ahmet Davutoglu over suspicion that he failed to report multiple terror offenses, the Turkish news portal Oda TV reported on Monday.

A former member of the main opposition Republican Peoples’ Party (CHP), Sipahi, accused Davutoglu of not reporting to the authorities the terror attacks that took place during his term as the chairman of the ruling AK Party (AKP) between late September 2014 and May 2016.

The complaint followed recent remarks of Davutoglu, who resigned from office in May 2016 after being sidelined in the aftermath of a snap election by President Recep Tayyip Erdogan and is currently planning to form a new political party to challenge him.

In reply to senior AKP members’ accusations that he left them alone in the fight against terrorism in Turkey, last week Davutoglu said: “Many people would not be able to go out in public if one is to rake up the past with regards to the fight against terror.”

He is believed to have implied that senior AKP members, including Erdogan, and his main ally Devlet Bahceli, leader of the far-right Nationalist Movement Party (MHP), were responsible from a number of terror attacks that targeted opposition parties and trade unions in 2015.

Referring to the time between the two polls in 2015, Davutoglu continued: “If the history of the Republic of Turkey would be written one day, the most critical part of that history will be the period between June 7 and October 1 [in 2015].”

The terror attacks in several different provinces of Turkey began after the ruling AKP had lost the majority in the parliament for the first time on June 7 general elections and continued until the party regained control of parliament on November 1.

According to data shared by the CHP’s deputy Chairman Veli Agbaba, a total of 694 people were killed in the terror attacks that were carried out in the period between the two elections in 2015, which is labeled by him as the “darkest times of the ruling AKP.”

Quoting Davutoglu’s remarks as well as adding details about the terror attacks that occurred between June 7 and November 1 of 2015 in the complaint, Sipahi claimed that the ex-PM has been concealing the terror offenses and those who committed it.

Sipahi ended the complaint by demanding that Davutoglu should be punished due to committing the crime of “failing to report a crime,” as it is stated in the 278th Article of the Turkish Penal Code (TCK).
