Turkey ranks fourth in applications to ECtHR

Turkey entered the new year as the fourth country with the greatest number of applications to the European Court of Human Rights (ECtHR). The reason for the majority of applications is for ‘freedom of expression’ and ‘right to a fair trial’.

According to data revealed at the press conference organized by the President of the ECHR Guido Raimondi at the end of 2018, there were 56,350 cases on the agenda of ECHR. The total number of cases on the ECHR agenda at the end of 2017 was 56,250.   

Turkey: 7,100 applications

There was a total of 7,100 applications from Turkey on the agenda of the ECHR.  With these figures, Turkey ranks fourth after Russia, which had 11,750 applications, Romania with 8,500 and Ukraine with 7,250. The number of legal cases from these four countries is equal to more than 60 percent of the total workload of the ECHR. Turkey alone accounted for 12.6 percent of the workload of the Court.

The countries following Turkey were Italy with 4,050 applications, Azerbaijan with 2,050, Armenia with 1,900, Georgia with 1,850, Serbia with 1,800 and Poland with 1,300. Lower in the ranks were France with 434 applications, Germany with 154 and the United Kingdom with 124 – even though they have a significant population.

In priority cases, Turkey follows Russia

The applications consisting of the most severe and urgent human rights violations allegations are categorised as “priority cases” for Strasbourg court. In this context, Turkey ranks at the top as well.

ECtHR put into process 20 thousand 613 “priority case files” just in 2018 alone. A 15 percent raise has been observed in the number of submitted “priority case files” comparing to the beginning of 2018. The complaints mainly come from Russia with the accusations of “oppressive conditions of detention” and from Turkey with references to “illegal detention”
